Um. The USA PATRIOT Act and the Homeland Security Act (? was it an act?) are not part of the Constitution. They're just regular bills.

As I was saying, these acts are just regular bills. They have nothing to do with the Constitution except that, uh, the powers they give the government may dangerously infringe on the Bill of Rights. I did my Government project on the USA PATRIOT Act last year, as you may remember.
What Bush is proposing is an actual Amendment--this would be Amendment 27, I think, if it actually makes it through, which it won't--which is such a huge, long procedure /designed precisely to keep people from changing the amendment at a whim/ that. . . well. It's just that election time's coming up, and all, and this happens to be a hot topic right now. Good for divvying people up.
